It seems that you are a kind of economist (Wirtschaftswissenschaftler or Ökonom). Right?
Imagine that there is an "exact lossless format converter" for audio files.
In this case, all audio files can be "losslessly compressed" into a sort of "8bit" format, for example.
This would essentially reduce the size of audio files.
However, all those "stupid audiophiles" are still using HiRes FLACs of 24bit format, instead of converting them into a kind "8bit lossless digital crap" for "economic reasons".

I tried Opera and the browser playback was the same as Firfefox. Same stream stutters from Iheart.com KFI feed.
My Linux Mint Software Manager finds Audacity Version: 2.0.3-1.
From your discussion links it looks like you guys are discussing version 3.5 or greater.
Is what you'd like me to try worth pursuing with Version: 2.0.3-1?
As for speculation about my pitch issues I can say i noticed it when I moved from small town Florida to big city Illinois. I also hear more of those high pitched whines here. And there are more elctronics glitches here, city services/police radio related I'm sure. Really - Random remote control signals even! And I am 57...8>)
This old laptop has Harmen Karden labeled sound thru 1/2 inch speakers. Perception being what it is that may make it seem higher pitched... I can say the sound seems conjested/muted nasal, again in the browser. Headphones sound simularly conjested/muted nasal. But Banshee MP3's are clearer and seem correctly pitched. So that make me think an EQ may be useful. And I know how to use an EQ so I wonder if there is one for OSS.
What would be really cool would be a diff utility that would read a sample rate of known pitch audio files and compare that to the code output?

DeadBeef Player has an EQ. Semi-deaf Linux users do use such things, because they do not hear some frequencies.

You mean flash videos right? Firefox has no oss support apart from flash videos. If you're interested in "real"/native firefox oss support (like also for HTML 5 videos) you should try this http://opensound.com/forum/viewtopic.php?f=3&t=5767

It appears the acoustics in my new digs may have fooled me. Audacious allowed me to hear true pitch shifts. What I seemed to have heard is the tinny-ness of my laptop speakers.
However I now have a question about vimeo audio....

EDIT: SeaMonkey seems to play it with Adobe Flash. All other "plugins" are disabled (Tools → "Add-ons Manager" → Plugins).
If Flash is disabled, it does not play both video and audio.
My Firefox does not play audio of this "vimeo video" (for some strange reason).

Firefox does not support OSS. There is a patch that implements OSS support in html5 videos http://www.opensound.com/forum/viewtopic.php?f=3&t=5767&sid=6d3575506cd00a550142e04d71d59a39.
